Title: Carbon Markets and Trading 2024 (Parliamentary Submission)

Description: Nature sustains over half of the global economy, ensuring food security and supporting water cycles; protecting communities from floods, fires, and disease; and helping to mitigate climate change by absorbing carbon dioxide and, in some cases, providing resilience against the effects of climate change. However, the planet’s endowment of natural assets is limited and decreasing. The globe is currently facing two environmental crises that are intrinsically connected and compounding: increasing environmental degradation and climate change. The necessity for action is urgent as 32% of the world’s forests have been lost, 40% of invertebrate pollinators are on the verge of extinction, and land degradation has resulted in a 23% decrease in land surface productivity1 . This depletion of natural capital is unsustainable, hastening climate change, weakening resilience, and increasing threats to the supply of fresh water, clean air, fertile land, and abundant biodiversity. As such, the Natural Climate Solutions (NCS) provide an opportunity to solve both environmental degradation and climate change while also generating major environmental, social, and economic advantages. NCS are simply actions that increase carbon storage and/or avoid greenhouse gas emissions through conservation, restoration, and improved land management2 . They are critical to achieving a net-zero pathway with rapid decarbonization by enabling emission avoidance/reduction and carbon dioxide removal/sequestration from the atmosphere. To achieve a 1.5°C or 2°C route by 2030, annual emissions must be reduced by 50% from 2019 levels to roughly 23 gigatonnes of carbon dioxide (Gt CO2)3 . Beyond addressing climate change, NCS can provide enormous co-benefits to nature and mankind, as well as generating private capital flows to nations with the greatest potential for NCS projects, often forest-rich countries like Zambia in the Global South. Important to note, NCS have environmental and financial attractions. Many NCS have low costs compared to other climate mitigation options as well as environmental, social, and economic co-benefits such as safeguarding biodiversity, securing water supplies and providing jobs for local communities. Zambia’s rich endowment of natural resources offers it an opportunity for Domestic Resource Mobilisation (DRM).
